PLAN
Information and communication on the implementation of streamlining and restructuring the organizational apparatus, administrative units, and two-tier local government; merging administrative units of Tuyen Quang and Ha Giang provinces within Tuyen Quang Province.
Pursuant to Decision No. 01-QD/TU dated April 14, 2025, by the Standing Committees of the Tuyen Quang and Ha Giang Provincial Party Committees on the establishment of the Steering Committee for the merger of administrative units of Tuyen Quang and Ha Giang provinces;
Pursuant to Notice No. 01-TB/TGV dated April 20, 2025, by Working Group No. 4 of the Steering Committee for the merger of administrative units of Tuyen Quang and Ha Giang provinces on the assignment of tasks to the members of Working Group No. 4 regarding communication tasks;
Working Group No. 4 of the Steering Committee for the merger of administrative units of Tuyen Quang and Ha Giang provinces develops this communication plan as follows:
I. PURPOSE AND REQUIREMENTS
1. Purpose
To widely propagate among officials, Party members, and all classes of people about the policies, viewpoints, and tasks related to the streamlining and restructuring of the organizational apparatus, administrative units, and two-tier local government; merging administrative units of Tuyen Quang and Ha Giang provinces as directed by the Politburo, the Secretariat, the National Assembly, the Standing Committee of the National Assembly, the Government, central ministries and agencies, and the provinces in order to create high consensus and unity in society.
To raise awareness about the significance, objectives, importance, responsibilities, determination, and consensus among officials, civil servants, public employees, workers, organizations, and individuals within the province during the implementation process; restructuring commune-level administrative units of Tuyen Quang Province; streamlining the Vietnam Fatherland Front, socio-political organizations, and mass associations assigned tasks by the Party and State (provincial and commune level); merging administrative units of Tuyen Quang and Ha Giang provinces.
2. Requirements
Closely adhere to the leadership and direction of the Party, State, and provincial authorities to promptly and effectively inform and propagate the streamlining and restructuring of the organizational apparatus, administrative units, and two-tier local government; merging administrative units of Tuyen Quang and Ha Giang provinces.
Proactively implement communication work, ensuring consistency, coherence, focus, and alignment with the roadmap and required tasks for restructuring and organizing the two-tier local government model within Tuyen Quang Province.
II. CONTENT AND COMMUNICATION ROADMAP
1. Communication content (May 2025 – November 2025)
Highlight the high political determination and unity of the Central Party, Politburo, Secretariat, and provinces in streamlining and restructuring the organizational apparatus, administrative units, and two-tier local government; merging provincial-level administrative units.
Communicate the merger project of Tuyen Quang and Ha Giang provinces; the commune-level administrative unit restructuring plan of Tuyen Quang Province; the project to streamline the Vietnam Fatherland Front and socio-political organizations; the restructuring of administrative agencies under Tuyen Quang Province after the merger. Affirm that streamlining the political system and reorganizing administrative units is a strategic, breakthrough policy to build a lean, efficient, effective political apparatus that actively serves the people and promotes sustainable national development.
Reflect the urgency, positivity, and determination of the entire political system in implementing the restructuring plan in association with the Party congress at all levels, toward the 14th National Party Congress; anti-corruption and thrift campaigns; administrative procedure reforms during implementation.
Provide information on creative practices, challenges, solutions, and the spirit and responsibility of agencies and units involved in the restructuring and merger of administrative units of Tuyen Quang and Ha Giang provinces.
2. Communication phases
Phase 1 (May–June 2025)
Focus on:
Results of implementing Resolution 18-NQ/TW (12th Party Central Committee).
Importance of merging administrative units and building a two-tier local government.
Core principles, objectives, legal foundations, and leadership speeches.
Historical, geographic, cultural, and economic rationale for the merger.
Personnel restructuring, civil service streamlining, property and public asset handling.
Phase 2 (July–August 2025)
Continue Phase 1 content.
Communicate outcomes of the 9th session of the 15th National Assembly.
Public service procedures post-merger.
Communicate the Party’s leadership in organizing provincial and local congresses for 2025–2030 and the 2026–2031 People's Council elections.
Phase 3 (September–November 2025)
Communicate the operation of the local government apparatus post-merger.
Focus on leadership in socio-economic development, national defense, political system building.
Public sentiment and support after apparatus streamlining.
Emphasize national development momentum in the new era.
III. ORGANIZATION OF IMPLEMENTATION
Working Group No. 4 and relevant agencies are tasked with:

Direct and oversee all communication activities; responsible to the Steering Committee.
Nguyen Lam Son
Advise the Team Leader; coordinate members and monitor progress.
Mai Duc Thong – Editor-in-Chief, Tuyen Quang Newspaper
Direct media planning; maintain special columns, increase interaction via social media.
Nguyen Ngoc Toan – Director, Provincial Radio and TV
Oversee program production, apply modern technologies in communication, and ensure public engagement.
Ha Dinh Khiem – Political Commissar, Provincial Military Command
Lead military communication tasks and ensure national security during implementation.
Ma Quang Trung – Deputy Director, Provincial Police
Lead police communication tasks and handle misinformation on cyberspace.
Propaganda and Mass Mobilization Committees of district and city Party Committees
Build local-level communication plans, monitor public opinion, handle false information.
Vietnam Fatherland Front and socio-political organizations
Conduct grassroots-level advocacy and public sentiment management.
Department of Culture, Sports and Tourism
Manage communication across cultural channels and media; handle misinformation.
Agencies with information portals or bulletins
Actively publish information related to restructuring and merger.
IV. REPORTING REGIME
All involved parties must report progress to Working Group No. 4 (via the Provincial Propaganda and Mass Mobilization Committee) by the 25th of each month and at the end of each communication phase.
Adjustments to this plan will be made as directed by central or provincial leadership.
